Main Purpose & Function

Vancouver Board of Parks and Recreation Aquatic Services is responsible for the management and service delivery of 9 indoor pools, 5 outdoor pools, and 11 beach locations, serving more than 3 million visitors annually.

As a key member of the leadership team in Aquatic Services this position supports the Supervisor of Recreation Services - Aquatics in the development, coordination, and management of aquatic programs, services, facilities, and staffing across the entire network, including all indoor and outdoor facilities. The Aquatic Services Supervisor has a dual role: 1) provide direct leadership and supervision to 3 large aquatic facilities (Hillcrest Pool, Killarney Pool, and Vancouver Aquatic Centre), and 2) provide operational and financial management expertise across the Aquatic Services portfolio.

Hillcrest Centre is a large, complex building which includes a state-of-the-art aquatic facility. As a destination swimming pool it attracts approximately 4000 daily participants; with over a million annual visits. Killarney Pool is a busy community-based facility offering length and leisure swims and with a strong lesson program. The Vancouver Aquatic Centre features a 50 metre pool with a loyal customer base, including length and fitness swimmers and numerous local and area sport clubs (diving, water polo and swim clubs).

Aquatic Services strives to provide high quality programs and experiences for all, delivered with excellent customer service and leading through best practices. Efficient operations, training and development, and continuous improvement are keys to future success.

Specific Duties & Responsibilities

The primary tasks of the Aquatics Services Supervisor are to manage human, financial and facility resources in order to maximize operational efficiencies and to demonstrate leadership in providing quality aquatic experiences within the framework of related Park Board and City policies including collective agreements, as well as applicable provincial and federal legislation.

This position functions as a key Park Board management representative in providing effective leadership of staff teams in Aquatic Services and is responsible for managing employees, including the hiring, coaching, training and development of staff; including performance evaluation and attendance management.

In addition to the direct supervisory support of three large destination indoor pools, the complementary focus for the position is the overall leadership of aquatics services with a focus on program development, operational efficiency, and financial management. The position is also responsible for developing and implementing Park Board aquatic policies and strategic objectives.

Qualifications

Education and Experience:

  • University graduation in Recreation or a related discipline, including or supplemented by courses in recreation, leadership, or business administration or, an equivalent combination of education and experience.
  • Considerable supervisory experience gained through a minimum of five (5) years of progressively responsible positions in the area of Parks and Recreation with an emphasis on aquatic service delivery.
  • Police Record Check is required.
  • Current and valid BC Driver’s License is preferred

Knowledge, Skills and Abilities:

  • Extensive knowledge and understanding of aquatics program planning, services, and facilities;
  • A strong background of public aquatic recreation services, with a strong knowledge of current trends and practices;
  • Excellent knowledge of budget management, including budget development, monitoring and forecasting;
  • Knowledge and experience related to federal and provincial legislation, acts and regulations related to aquatics;
  • Demonstrated ability to anticipate and forecast customer requirements; with the ability to define quality standards for customer service.
  • Knowledge and demonstrated experience in human resource management, staff training and development, and labour relations;
  • Knowledge of pertinent WCB and OH&S standards, delivery and evaluation;
  • Demonstrated ability to be innovative, flexible and entrepreneurial;
  • Demonstrated ability for management responsibilities, including the ability to set priorities and meet deadlines;
  • Ability to manage organizational change, anticipating future events and determine service delivery alternatives;
  • Ability to lead and motivate others to success with multiple and changing priorities;
  • Ability to establish and maintain effective and collaborative working relationships with various internal and external stakeholders;
  • Excellent interpersonal skills, including tact and diplomacy, and a high level of professionalism

2 year Diploma in Recreation Administration, Leisure Studies or Facility Management
3 years related experience including 1 year in a supervisory role in a public recreation setting 
Experience in a Membership based facility service setting
Standard First Aid with CPR Level C Certificate
Communications, marketing and customer service background and skills is an asset
Experience in an aquatics setting including knowledge of aquatics operations, programs, and administration as well as current certification in advanced aquatic awards are desirable.  
 
Required To Operate Equipment Such As:

Duties and Responsibilities
1. Oversees daily programming operations including children/youth, wellness, drop-in and aquatics.
2. Assists with development, promotion, coordination, and evaluation of all programs, including drop in, children/youth, aquatic and wellness programs, and associated services.
3. Assists with administering the programming section, including monitoring the annual programming budget for the indoor facilities.
4. Recruits, directs, trains, schedules and appraises the performance of reporting staff.  Is authorized to issue verbal reprimands and contributes to higher levels of discipline in accordance with the progressive discipline directive.
5. Maintains statistics and gives input for development of policy and promotion, as requested, of the Department.
6. Answers or distributes enquiries and distributes information.
7. Maintains equipment inventory, researches and purchases programming supplies and materials.
8. Prepares and presents reports.
9. Follows and ensures that reporting staff follow, so far as reasonably practicable, established safety procedure and standards.
10. Participates, on a weekly basis, in the "Supervisor on Duty" roster.
11. Acts as Program Supervisor as assigned.
